Village of Kimberly Comprehensive Plan

INTRODUCTION

This website is intended to provide information to interested individuals regarding the development of the Kimberly Comprehensive Plan.

Recognizing the need for comprehensive planning, the Village of Combined Locks and Kimberly have enlisted the aid of East Central Wisconsin Regional Planning Commission (ECWRPC) to assist them in the creation of a single joint comprehensive plan, consistent with Section 66.1001 of the Wisconsin Statutes. Once completed, the plan will be adopted separately by both villages.

The Kimberly Comprehensive Plan will aid local officials in making land use decisions that are harmonious with the overall vision for the future of the community and surrounding area. These decisions should ensure the sustainability of the local natural resources and preserve the cultural resources of the community. The Comprehensive Plan will consist of goals, objectives, and strategies in the areas of:   

  • Land use
  • Transportation
  • Economic Development
  • Housing
  • Agriculture
  • Natural Resources
  • Cultural Resources
  • Utilities and Community Facilities
  • Intergovernmental Cooperation
  • Implementation
Goals are broad, long range statements that describe the Village’s future desired condition for a specific element of the comprehensive plan. Objectives are statements which describe conditions which will help attain the stated goals, while strategies are actions which must be performed to implement the goals and objectives. 

The “Smart Growth” or comprehensive planning legislation passed by the Wisconsin Legislature in 1999 requires that all communities prepare and adopt a comprehensive plan in accordance with Wisconsin Statutes 66.1001 by 2010. The statutes also require that all land use decisions be consistent with the adopted comprehensive plan.

These goals, objectives, and strategies will describe the Town and County's ideal future state for a specific element of the comprehensive plan and provide detailed measures that enact the Town and County’s vision for the future.
