Press Release 2 - ECWRPC is Awarded $175,000 for Smart Growth


The State’s second Smart Growth Comprehensive Planning Grants were announced on Thursday 25th January. The East Central Wisconsin Regional Planning Commission (ECWRPC), based in Menasha, has been awarded $175,000. The money will help East Central to develop a region-wide framework plan for the 10 counties that it represents: Calumet, Fond du Lac, Green Lake, Marquette, Menominee, Outagamie, Shawano, Waupaca, Waushara, and Winnebago”.

Harlan Kiesow, Executive Director, stated that he was delighted to see that the State had recognized the full potential of the Regional Planning Commission to meet the Smart Growth requirements. “We were ranked 5th place in an applicant pool of 89: only 3 points behind the leaders”. He also drew attention to the recognized benefits of communities working cooperatively: 17 of the 23 successful applicants were multi-jurisdictional.

Kiesow pointed out that a special congratulations was also due to the other three successful local government applicants within the east central region. These included Winnebago County; the City and Town of Brillion, who lodged a joint application; and the City of Wautoma, who lodged a multi-jurisdictional application on behalf of itself, the Town of Dakota, Town of Marion, Town of Wautoma, and Village of Redgranite. East Central’s Principal Planner, Fred Scharnke, had worked closely with the latter as they prepared their application.

Kiesow stated that he has no doubt that the Smart Growth money assigned to the region, almost $325,000 in this grant round and $265,000 last year, will lead to better planning; helping communities to be smarter about addressing growth management issues in both the urban and rural areas, as well as balancing individual property rights with community interests and goals.
